My fish's fins look as if maybe they were torn?

I have a Betta fish and i think that the end of his fins look a little shorter too.. but im not positive :/ My guess is that he got caught in the filter thing because when he gets too close he gets sucked in and sometimes he just sits their.. but i havent seen him get sucked in sense i cleaned his tank.. Other than that he seems to be healthy! Not long ago he had clamped fins but they seem to have gone away now because i finally got his heater to work.. So do you think he got sucked in by the filter? He seems to be eating just fine and he is constantly swimming around..
