If the guy was interested in you at all, he would make a definite attempt to spend time with you and contact you. If he even cared about you as a friend, he would not ignore you intentionally, so your best course of action is to simply drop the matter and focus on actual friends who spend time with you. In the future, remember that a single word spoken directly to someone is better than a novel-full of notes/letters.
