Ssvagent.exe, can you pretty please help?

Everytime i try to open a program. a window will pop up and tell me to choose a program to open it with. at first i couldnt use the internet, but after toying for a bit, i got it to work. i cant use 'run'- everytimt i try to make anything 'run', it says the program doesnt exist. i cant download more anti-virus programs from the internet because ssvagent wont let me. My anti-virus (AVG) cant detect it. I tried scanning during safemode and it still wont find anything. i dont know what to do. help? D: I haven't downloaded anything in approx. 4 monthsish (with the exception of the futile attempts of downloading more anti-spyware the past week) this is probably important: while watching netflix a week ago, avg said it found really bad malware and put it in the virus vault. so, yeah... i dont know...
